Quest for answers starts in deadly Canada rail crash

LAC-MEGANTIC, Quebec (Reuters) - Investigators seeking the cause of the deadly train crash in the tiny Quebec town of Lac-Megantic, were focusing Tuesday on the train's brakes, the railway company's own regulations and whether Canada needs tougher train-transport standards.

Officials from the Transportation Safety Board of Canada said more than a dozen investigators were examining every angle of the accident, in which a runaway train hauling 72 cars of crude oil plowed into the lakeside town and exploded.

About 50 people are either confirmed dead, or are still missing, likely turning the accident into North America's worst rail disaster since 1989.

But TSB investigators have not yet been able to enter the "red zone", where the tracks ran through the center of the lakeside town, and where the derailment and explosion leveled buildings and left most of the rail cars in a huge, ungainly clump.

One of the key elements of the probe, which lead investigator Donald Ross said is still in its very early stages, is the strength of the widely used DOT-111 cylindrical tanker cars that carried the crude. Both the TSB and its U.S. equivalent, the National Transportation Safety Board, have long urged tougher rules for such cars.

"If we think there needs to be a safety message out to the industry that they need to beef things up, we're going to do it," Ross said.

But nobody knows if stronger cars would have prevented the disaster, which involved a train that Ross said was traveling "well in excess of its authorized speed".

Some 2,000 residents of Lac-Megantic, or one third of the town's population, were asked to leave their homes after the accident. Moore than half were allowed back for the first time on Tuesday, although 50 factories and businesses in the blast zone remain shut.

With fires out and authorities now able to get to the epicenter of the blast, the death toll is expected to climb.

"They know their loved ones were there, on the site. Most of them are now waiting for confirmation - because that makes it official," said Steve Lemay, the parish priest of Lac-Megantic, who has been meeting with affected families. "It's clear that they are not waiting for the missing to return."

The coroner's office asked relatives of the missing to bring in brushes, combs and razors so specialists could extract DNA samples from strands of hair.

BALL OF FIRE

The train was parked in nearby Nantes, Quebec, on Friday night when one of its engines, which had been left running to ensure the air brakes had enough pressure, caught fire. Local firemen turned off the engine, put out the fire and went home.

The unattended train then started moving downhill toward Lac-Megantic, and derailed and blew up in the town center at just after 1 a.m. on Saturday. The ensuing fire engulfed nearby buildings.

Train operator Montreal, Maine & Atlantic says shutting off the engine caused the brakes to lose pressure, sending the train into the town. But the company's chairman, Ed Burkhardt, also said the company will no longer leave trains unattended or change crews at Nantes, near Quebec's border with Maine.

"They're going to go right through there and change crews at another station further west and where the terrain is better and where the infrastructure is better," he told the Canadian Broadcasting Corporation. "Infrastructure was not a factor in this derailment but it's always a consideration."

Ross said the train was on a 1.2 percent grade when it started sliding toward Lac-Megantic, a relatively steep grade in railroad terms.

He said the train line did not have a signal system that could have warned the dispatcher of a runaway train, and that although all trains are required to have automatic braking systems for runaways - called dead man switches - they only work when the train's locomotives are running.

Industry rules say engineers must set enough of a train's handbrakes to ensure it cannot move. Ross said his team would not be able to check whether the brakes were set until it is allowed to enter the center of town and look closely at the pile of derailed cars.

Burkhardt told Reuters the company had followed protocol, using the same standard as Canadian Pacific Railways, Canada's No. 2 railroad.

By Monday evening, the emergency crews had finally reached the Musi-Cafe, a downtown bar near the epicenter of the blast. A band was performing there and the building was packed with people when the explosion occurred, eyewitnesses told Reuters.

"I don't know how many friends I lost that night," said Jean-Sebastien Jacques, 24, who was walking toward the Musi-Cafe at the time of the accident. "We have looked at the shelter and around town, but that bar was full when the train hit."

(AP) ? Andrew Bynum has a new team waiting for him.

The enigmatic free-agent center, who didn't play a single second for Philadelphia last season because of knee injuries, is mulling a two-year offer from the Cleveland Cavaliers, a person familiar with the negotiations told The Associated Press on Tuesday.

Cleveland made the offer, which includes a team option in the second year, during his visit to the Cavs' facility. Bynum did not work out but the team examined him thoroughly.

The person with knowledge of the negotiations spoke on condition of anonymity because of the sensitivity of the talks. Yahoo! Sports first reported the offer and said it was worth $24 million.

The Cavs have already landed forward Earl Clark and guard Jarrett Jack in free agency and are looking to move up quickly. They would immediately vault into contention in the Eastern Conference with a healthy Bynum paired with All-Star guard Kyrie Irving.

The 25-year-old Bynum, however, had arthroscopic surgery on both knees in March, but the Cavs apparently are confident he will return to the form that made him one of the NBA's best centers.

They're also counting on him thriving under Cleveland coach Mike Brown. The two spent one season together with the Los Angeles Lakers and Bynum had his best year, averaging 18.7 points and 11.8 rebounds. Over the past four seasons, Bynum has averaged 14.7 points and 9.5 rebounds.

The Sixers acquired Bynum last season from the Lakers as part of a four-team trade.

Bynum, who made $16.9 million despite not playing last season, is expected to meet with the Atlanta Hawks and Dallas Mavericks before making a decision. The Mavs are desperate to add a quality center after missing out on Dwight Howard.

Energy ETFs Rise As Mideast Woes Threatens Shipments

ETFs tracking oil and gas producers helped power the market higher Monday owing to fears that violence in Egypt and Syria will clog exports out of the Middle East and North African. Crude oil prices paused after rallying 9% over 10 sessions.

PowerShares S&P SmallCap Energy Portfolio (PSCE) climbed 1.49% to 41.44, while the SPDR S&P 500 (SPY) picked up 0.57% to 163.95.

SPDR S&P International Energy Sector (IPW) added 1.17% to 23.29.

Energy Select Sector SPDR (XLE) ? the most popular of its kind ? added 0.65% to 80.48.

Light-sweet crude oil futures were flat at $101.24 a barrel ? it's highest level since May 2012. It's risen 4.32% so far this month.

The U.S. imports 171 million barrels a day of oil from the Persian Gulf, according to the Schork Report, specializing in the energy and shipping markets.

"When you combine the flood of bullish investor money (from doctors, dentists and lawyers) into the Nymex along with the threat of a disruption to the flow of Mideast oil, the seeds are sowed for a rally," the Schork Report stated Monday.

Schork is bullish on West Texas intermediate, Brent, gasoline, diesel and gasoil but bearish on natural gas, which is overproduced and supplied from U.S. shale.

"In 2012 the market got to $110.55 (a barrel) on the make-believe loss of Iranian exports. In 2011 we got to $114.82 on the real loss of Libyan exports," the Schork Report said. "Therefore, without a quick, peaceful resolution to the headlines in Egypt, then these recent peaks are well within this market's reach."

But while crude oil has outperformed both the commodity complex and stock market the past month, oil company shares have lagged. United States Oil Fund (USO), tracking WTI crude oil prices, has climbed 6.58% in the past month. PowerShares DB Commodity Index (DBC), tracking a basket of energy, agricultural and metals, dipped 2.39% in the past month.

PSCE rose 2.23% in the past month while XLE shed 1.02% and IPW fell 4.20%. That's while SPY dipped 0.52%.

This presents a huge question for investors: Are the stocks underpriced and poised to catch up? Or has fear bid up crude prices too high without regard to fundamentals?

Profits of integrated oil companies such as Exxon Mobil (XOM) are more tied to gross domestic product growth than oil prices, says Tom McClellan, founder of the McClellan Market Report.

"More GDP equals more volume of product sold," McClellan said in an email. "Exploration companies are going to be more sensitive to oil prices, much like how a gold producer is going to be sensitive to gold prices more than a jewelry company."

Credit Suisse analysts rate oil field services providers, including Halliburton (HAL), Baker Hughes (BHI) and Superior Energy Services (SPN) as overweight.

"We view Halliburton, Baker Hughes and Superior as the best ways to play an improving U.S. rig count and a maturing international landscape in second quarter and for 2013," Credit Suisse analysts wrote in a report released July 3.

Halliburton is buying back shares at an "aggressive" pace, they added.

Baker has strong North American revenue. Superior is underpromising, which should lead to a surprise when it reports second-quarter results.

The OEM license is not supported on the Virtual Machine since the hardware changes occurred.

B. Navigate to System32 folder.

D. Rename the files ( you files will be found as result)

Barnes & Noble CEO William Lynch resigns

(AP) ? Barnes & Noble Inc. said Monday that William Lynch has stepped down as CEO, effective immediately, just weeks after the book retailer announced weak sales, big losses and the declining popularity of its Nook e-readers.

Lynch's resignation comes after just three years in the role. No successor was named, but the New York company said that it is reviewing its strategic plan and will provide an update "when appropriate." Shares fell nearly 5 percent in after-hours trading on the news.

In the wake of his departure, Chief Financial Officer Michael Huseby will become president of the company and CEO of its Nook Media unit. Controller Allen Lindstrom will succeed Huseby as CFO. Huseby and Mitchell Klipper, CEO of Barnes & Noble Retail Group, will report directly to Leonard Riggio, the company's chairman and largest shareholder with a nearly 30 percent stake.

Riggio declined an interview through a company spokeswoman.

The news didn't surprise some analysts.

"The board lost confidence in Lynch. Investors lost confidence," Belus Capital Markets analyst Brian Sozzi said Monday. He said that Lynch didn't have a definitive plan at the last earnings call, after Barnes & Noble posted a larger quarterly loss and said sales plunged in the three months ended April 30. Revenue at stores open at least a year dropped 8.8 percent and overall retail sales, which include Barnes & Noble bookstores and online sales, tumbled 10 percent, in part because of store closings.

Moreover, the company announced that it would stop making its own Nook color touchscreen tablets because they failed to keep up with competitors.

Barnes & Noble has been struggling to find its place as more readers have shifted to electronic books and competition has grown from discount stores and online competitors. The company, which has 675 bookstores in 50 states and 686 college bookstores, has been trying to avoid the fate of its former rival Borders Group, which did not adapt to the growing threat of the Internet and e-books and went out of business in 2011.

So, Barnes & Noble had been pouring money into developing its Nook devices to keep up with changing reading habits and beat back competition from retailers such as Amazon.com Inc., which makes the popular Kindle readers, and Apple Inc.'s iPad.

The company hired Lynch from the home shopping network HSN Inc. as president of its online business in February 2009. There, he expanded the company's digital offerings and helped launch the Nook. Lynch, who had worked as an executive at Palm Inc., became CEO of Barnes & Noble in March 2010.

Last month, the company said it was going to continue to make its more basic, black-and-white e-readers, but will farm out the tablet manufacturing to a third-party. Lynch hadn't offered specifics of how a tablet partnership would work, but said at the time that the company was in discussions with "a lot of interested parties." Some speculated that Microsoft Corp., which has a 6.8 percent stake in the Nook unit, could offer to buy it outright.

The bad results troubled investors, who sent the shares down sharply. The stock had recovered a bit since then, closing Monday at $17.66.

Michael Norris, senior analyst of consumer media and technology at Simba Information, on Monday described Lynch as "exceptionally smart and optimistic to a fault." But he said that Lynch "never went far enough."

Barnes & Noble should have created a better in-store browsing experience that melded more closely with its e-books, Norris said. For example, shoppers should be able to just scan their cellphone and buy a book in the store.

"They failed to see the physical store as an asset instead of a liability," he added.

In February, Riggio had disclosed in a regulatory filing that he wanted to acquire the company's stores and website but not the business that makes the Nook readers. Sozzi and other analyst said Monday that the fact that the company didn't name a successor for Lynch raises more of a possibility that Riggio will push to take the company private.

Corbin finally wins 10th, D-Backs sweep Rockies

PHOENIX (AP) ? At last, Patrick Corbin has that elusive 10th victory.

The 23-year-old left-hander gave up three hits in eight innings and the Arizona Diamondbacks beat Colorado 6-1 Sunday for their fifth straight win and a dominant three-game sweep of the Rockies.

Corbin (10-1) struck out 10 in his seventh attempt at win No. 10.

"He deserved it a long time ago," Arizona catcher Miguel Montero said. "Obviously he hasn't had run support. That's why it's been tough. ... He should be 15-0, to be honest."

Picked a day earlier for the All-Star team, Corbin also hit an RBI double as the Diamondbacks outscored the Rockies 22-2 in the series.

"It felt like every inning I got a little bit stronger," Corbin said. "Just one first pitch right down the middle for the homer, but other than that I felt good with my changeup and my slider."

The slider was particularly devastating to the aggressive Colorado batters.

"They couldn't lay off it," Corbin said.

His previous 10-strikeout performance also came against Colorado.

The Rockies lost more than the game. Star outfielder Carlos Gonzalez left after swinging at a pitch in the ninth inning. Afterward, he said it was a sprain and nothing serious. He said it first bothered him when he struck out in the sixth inning.

Starter Roy Oswalt (0-4) exited with what initially was called a strained left hamstring in the second. Oswalt's injury could keep him out for some time because he said he "heard it pop."

"We lose Oswalt in the second inning and things aren't going well, then I hurt myself with a swing," Gonzalez said. "We are going through a bad moment. I hope it will get better. We are in a bad situation right now. We have to play better. We just don't look the same, playing. It is a bad time. "

Jonathan Herrera broke up the shutout with a home run in the eighth.

Aaron Hill doubled twice and drove in two runs for Arizona. Paul Goldschmidt had an RBI double.

The sweep followed a rough road trip that saw the Diamondbacks lost seven of eight before salvaging the final two against the Mets in New York, exhausting the bullpen in the process.

Then each of Arizona's starters in the Colorado series ? lefties Tyler Skaggs, Wade Miley and Corbin ? went eight innings. Montero called them "the young busters."

"They (Skaggs and Miley) did a great job and I wanted to go out there and try and do better than them," Corbin said. "When we're putting up runs early like that it makes it a little bit easier on us and I feel like we can throw our game a little bit more."

Josh Collmenter pitched a scoreless ninth for the Diamondbacks on Sunday.

Corbin gave up a single and walk in the first, then retired 12 in a row and 20 out of 21 before Herrera's home run. He joins Randy Johnson, Curt Schilling and Brandon Webb as the only Arizona pitchers with 10 wins before the All-Star break.

The Rockies, playing the first three of 10 straight road games against NL West foes before the break, came to Arizona 2? games behind the first-place Diamondbacks and left 5? out. Colorado has lost six of seven.

Gonzalez, who sat out the series opener with a sore back, took a swing at the first pitch he saw in the ninth and hurt a finger. The trainer came out to look at it and after a tentative practice swing, Gonzalez left the game.

Eric Chavez led off the Arizona second with a double and took third on a groundout. Miguel Montero struck out, then with Jason Kubel at the plate, Oswalt spiked a pitch that bounced past catcher Wilin Rosario. Oswalt ran to the plate to cover as Chavez scored but came down awkwardly and immediately had trouble walking as he went to the dugout.

"I never had a hamstring pull in my life. I don't know the timetable on it," Oswalt said. "I felt it when I was trying to slow down. They got it so wet around the plate I kind of slipped. I was trying to change direction a bit. He threw the ball up a little bit. I don't really know exactly when it popped. I just felt it pop and knew right away that there was no way I was going to be able to go back on the mound."

Reliever Edgmer Escalona came on and got in trouble in the second.

He walked Corbin to start the inning, then Gerardo Parra hit his second single of the game. Hill hit a two-run double into the left-field corner, then stole third before Goldschmidt doubled.

Goldschmidt, like Corbin headed to his first All-Star game, leads the NL with 74 RBIs.

Corbin was helped by some big defensive plays. Goldschmidt made a leaping grab at first base to rob Herrera and end the second, and Chavez backhanded Rosario's sizzler to third and threw to first for the final out of the fourth.

NOTES: The Diamondbacks announced a makeup game at Texas for Aug. 1. ... As expected, LHP Tyler Skaggs will start for Arizona on Wednesday night against the Los Angeles Dodgers. ... Everyone has a different story. I found myself holding my breath listening to them talk. The story twists like a thriller.

Stories We Tell is not just very moving; it is an exploration of truth and fiction that will stay with you long after repeated viewings.

Part of the movie's pleasure is how comfortable the "storytellers" are with their director; you get a sense of a complicated but tight-knit family, going along with Sarah's project because they love her.

Never sentimental, never cold and never completely sure of anything, Polley comes across as a woman caught in wonder.

After you see it, you'll be practically exploding with questions - and with awe.

For the most part, Polley's thoughts and feelings are pretty much absent, but the film makes some nice observations about memory and how it affects - yup - the stories we tell.

The movie isn't really about the Polley family: It's about memory, and loss, and forgiveness, and, through it all, hope. It'll knock you over.

What emerges is a fascinating and illuminating story, one that runs the gamut from intense joy to deep sadness and features a couple of surprising twists that take proceedings off in strange and unusual directions.

An honest and authentic documentary that powerfully explores the filmmaker's own family.

Polley's portrait of modern family life is a playfully profound discussion of narrative forms - the way in which we each construct our own reality through stories, part truth, part invention.

A decent piece of work, but too fussy for its own good.

Polley approaches every character with compassion, intent upon blessing them, and serving the audience with useful questions about how we seek the truth.

Polley is working in the tradition of Orson Welles, but her trickery can be exasperating; it also neutralises many of the emotional revelations.

With Away From Her and Take This Waltz, actress-turned-filmmaker Polley has proved herself as an unusually gifted director, but this inventive, moving documentary reveals even more artistic ambition.

What saves it is our realisation that it isn't just a documentary.

A bittersweet and compelling autobiographical family portrait.

Kane-like in its mirrored complexity, flashing in its mischievous irony, the story is a shiny maze which Polley enters knowing exactly where and what her Minotaur is - the secret of her paternal parentage - while spinning for us a thread to follow.

Polley ... smilingly tells us that a story like hers can never truly be tied down, even as she screws every last piece into place.

Polley's cine-tribute is a gripping and absorbing meditation on the unknowability of other lives.

The films greatest achievement is in how deeply mesmerising one woman's story can be, regardless of whether she's famous or not.

Honestly, it's one of the best things you'll see this year.

Polley's fearless personal journey is a huge achievement, a genuine revelation - but the less detail you know beforehand, the better. Go in cold, come out warmed.

Sarah Polley is often referred to in Canada as a 'national treasure'. She's far more than that. She's a treasure to the world - period. And so, finally, is her film.

An absorbing exercise not only in documentary excavation but in narrative construction.

Waze could lead way to Israeli Internet growth

(AP) ? The billion-dollar sale of navigation company Waze to Google may finally be putting Israel on the map as a major player in consumer Internet innovation.

Israel's high-tech sector has been dominated by firms that made products for other businesses, like computer chips or communications gear. But in recent years Internet and mobile companies have emerged as the majority of Israeli startups, and many have found success in the global market.

The focus might be changing now.

"There's definitely a shift that Waze has done a great deal of emphasizing," said Nir Zohar, the president and chief operating officer of Wix. "I would assume that we will find more foreign investors coming to Israel to invest in Israeli entrepreneurs." Wix, a personal website company, filed last month for a $75 million initial public offering the United States, just as Google was wrapping up its $1.03 billion purchase of Waze.

Foreign investors are beginning to take notice.

Israeli consumer firms myheritage.com, a genealogy site, and Fiverr.com, an online marketplace for creative services, received major backing last year from Accel Partners and Bessemer, two leading American venture firms.

Veterans of the Israeli Internet startup scene say that Israeli companies are known for their creativity and international outlook, so the move into the fast-growing world of smartphone apps and consumer websites has been relatively easy.

"Because we don't have a local market, we go on the international market from day one," said Uri Adoni of Jerusalem Venture Partners, one of the leading tech investment firms in Israel.

Unlike in larger countries, he said, Israel's small size means that its startups naturally target places like the United States instead of the domestic market. With products ready-made for international use, they are attractive to overseas venture capitalists.

Experts say Israeli companies are accustomed to taking unconventional risks in building their products.

"There's always a special Israeli take, and the take is 'Let's go crazy, let's bring something that's completely off the charts,'" said Michal Adam of the IVC Research Center, which tracks statistics on Israeli venture capital.

In the case of Waze, that meant relying on the app's user base in order to help build its maps because it lacked the vast amounts of data and satellite imagery of a company like Google. Thanks to its crowdsourcing feature, Waze's mapping service provides its user community with real-time information on traffic conditions, accidents and speed traps that standard GPS services have struggled to gather. The service has also generated a loyal user base.

The Israeli way, Adam said, is "doing things simple when you need a complicated result because you don't have the money and the resources."

Roughly three-quarters of Israeli startups provide mobile or Internet services, according to IVC. Just five years ago, the number was below 50 percent.

After bottoming out in 2009 during the global financial crisis, American venture capitalists have steadily ramped up investments in Israel. Last year, according to the National Venture Capital Association in Arlington, Va., they pumped almost $85 million of equity into Israeli Internet companies, the highest amount since the global financial crisis five years ago.

Overall, Israel is the world's largest destination for high tech venture capital after Silicon Valley.

Yossi Vardi, a leading figure in the Israeli tech scene, said the Internet boom is also a result of natural growth. "Every major (acquisition) creates a wave of angels and new investors," he said. "Angels" are the individuals who make early investments in high-risk companies.

Vardi helped pave the way for the current crop of Internet firms as an original investor in ICQ, the forerunner to modern instant messaging services. When ICQ was sold to AOL for $400 million in 1998, Vardi took his profits from the deal and invested in more than 100 other tech companies, about half of them consumer oriented like ICQ. Many of those companies, like answers.com and media software maker FoxyTunes, added success stories to the Israeli consumer market.

Vardi expects that the Waze sale will spark a similar round of growth.

Along with attracting new investors, each successful new company creates a new supply of experienced employees who may go on to form startups of their own.

"In three years, there are going to be a lot of people who are employees of these companies who are going to go out into the market," said Micha Kaufman, the CEO of Fiverr.com. Alexa, an Amazon-owned web analytics service, ranks Fiverr among the 200 most visited websites in the world.

Some experts warn of overconfidence. The low costs of launching a consumer-oriented startup, which do not require factories and large machinery used by traditional companies, has made it easy for anyone with an idea to start a business. Those low costs make the companies attractive to investors, who can afford small bets on promising startups.

"I do expect more entrepreneurs to throw their hats in the ring," said Adam Fisher, the head of the Israel office of Bessemer Venture Partners, a U.S. firm. He cautioned that with few barriers to entry, the Internet market could be flooded with companies that have little chance of success.

"We welcome them, but we hope they don't misread the success of Waze," Fisher said. He pointed out that a company that develops an app or program must also figure out how to make it profitable, a problem that traditional tech companies like chip manufacturers don't have.

Still, the success of Waze generates optimism among Israeli Internet companies. "All the press that all these exits are getting ... creates confidence for future buyers," said Yaron Carni, a veteran investor and head of the Tel Aviv Angels Group.

It's no secret that HP has struggled when it comes to tablets. The company has faced (and crashed into) its share of mobile device hurdles in recent years -- most notably, with the ill-fated and expensive TouchPad. Ex-Xbox chief Don Mattrick lands at Zynga, officially (update: comments from Ballmer and Mattrick)

We just got the news that ex-head of Xbox, Don Mattrick, was out at Microsoft, and now we know where he's going: Zynga. AllThingsD reports that Mattrick is officially the new CEO of the casual social gaming firm, and Mark Pincus, the current CEO, is stepping down from that position to make room for Mattrick's arrival. Fear not for Pincus, however, as the founder of Zynga will maintain a role at the company as chairman and chief product officer. Naturally, Zynga's thrilled with the hire, though we're still waiting word from Redmond on the matter. You can get Pincus' take on Mattrick at the source below.

Update: Steve Ballmer has posted a memo about Mattrick's departure, calling it "a great opportunity for Don" and thanking him for his hard work at Microsoft.

Secretary of State John Kerry concluded a weekend of shuttle diplomacy between Israelis and Palestinians without reaching a deal to resume negotiations on a two-state peace deal.

But Secretary Kerry also made a point as he left Israel Sunday of announcing that he was leaving behind several of his top Middle East aides ? a gesture meant to underscore his assertion that the two sides may need a little more time but have made ?real progress? toward restarting face-to-face talks.

And he vowed to return soon ? on what would be the sixth trip to the region of his short tenure as the Obama administration?s top diplomat ? saying that both Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas requested that he come back.

?I wouldn?t do it if there wasn?t some hope and possibility in that,? he said.

Kerry is determined not to lose the momentum he seems certain was created by more than a dozen hours of talks he held with the Israeli and Palestinian leaders ? some stretching well into early-morning hours.

Yet while both Mr. Netanyahu and Mr. Abbas appeared to appreciate the herculean effort Kerry is making to get them back to talks, it remains unclear if the secretary of state?s upbeat stance is based on meaningful movement in overcoming the obstacles that have essentially kept the two sides apart since 2010 (aides to the two leaders met sporadically into last year).

One reason for the lack of clarity about whether or not there is ?real progress? towards talks is that all three parties ? the Israelis, the Palestinians, and the Americans ? have largely respected a common decision not to go public with details of the weekend discussions.

?We have all agreed that the best way to serve this effort is not to be floating ideas or possibilities out there for everybody to tear apart and evaluate and analyze,? Kerry said in a statement.

But the long-held differences that have separated the two sides appear to be the same ones that, in some form or another, are still keeping a return to talks out of reach.

Netanyahu has said for many months that he is ready to return to the negotiating table ?without preconditions? ? in other words, without making any initial compromises that would suggest he is serious this time about making progress toward a viable two-state solution, Palestinians say. For his part, Abbas has insisted that any return to talks be preceded by an Israeli settlement freeze, a release of Palestinian prisoners, and an agreement that the negotiating of final borders will proceed based largely on borders that existed between the two sides before the 1967 Arab-Israeli war.

Instead of offering a settlement freeze and prisoner releases as a gesture to get talks going, Netanyahu is proposing to take limited and phased-in steps in those areas as ? and if ? talks progress, some Israeli analysts say. And some Palestinian officials are suggesting that such an approach might be acceptable by saying after Kerry?s marathon diplomacy that, while differences remain, progress has been made.

The US side has buttressed Kerry?s efforts by offering enticements to the two sides: a multi-billion-dollar economic development plan to the Palestinians, and enhanced security guarantees to the Israelis. Kerry?s plan also has the additional draw for the Israelis of including prospects for a comprehensive Arab-Israeli peace based on the Arab peace initiative of 2002.

Kerry was reluctant as he left Israel to specify when he might return to the region or when talks might be able to resume, saying it would be a ?big mistake? to ?get stuck with artificial deadlines.?

On the other hand, Kerry has suggested that he wants to see an agreement on relaunching negotiations before the annual United Nations General Assembly in New York in late September.

That might seem like an ?artificial deadline? of the variety Kerry insists he wants to avoid.

But Kerry is no doubt mindful that in recent years the UN General Assembly has focused global attention on the Israeli-Palestinian conflict in ways that, in the view of many regional analysts, have separated the two sides further and dimmed prospects for a return to peace talks.
